Quinte West will have to replace MacIntosh

The biggest decision for Quinte West council in the next few weeks could be who will join Quinte West council in the next few weeks.

With the resignation of Coun. Rob MacIntosh last week, Quinte West council will be asked to declare his seat vacant when it meets Tuesday night at City Hall.

Within 60 days of declaration, council must either appoint a person to fill the Ward 2 seat, or pass a by-law requiring a by-election be held, a report from city clerk Kevin Heath states.

The report notes that under the Municipal Act, council must declare the vacancy and it must fill the vacancy, unless that vacancy occurs within 90 days of voting day for a regular election.

MacIntosh, who was elected to council for the first time in 2014, resigned his seat effective Feb. 15 after being hired as the new assistant manager of Marina and Waterfront Facilities.

MacIntosh recently sold MacIntosh Café and Cathering which he and his wife had owned and operated for more than 20 years.

In his report to council, Heath notes that Garry Quinn and Charles Naphan ran for the Sidney councillor position in 2014. Quinn received 1,351 votes and Naphan 1,124.

Council is not obligated to choose someone who ran in the 2014 election to fill a seat.

In 2015, council appointed Bob Wannamaker, who finished sixth in the voting in 2014 to succeed Doug Witney who died suddenly in May of that year.

In 2008, council held a by-election, won by Don Kuntze, to fill the seat vacated by Doreen Reid when she died. In 2005, Sally Freeman was appointed to council after Kevin Anderson left the city for a job in Calgary.
