Belleville releases Draft 2026 Capital Budget and 10-Year Capital Plan for input

By Hailey MacDonald Oct 6, 2025 | 4:26 PM

The City of Belleville is now seeking final comments and feedback on the draft 2026 Capital Budget and 10-Year Capital Plan.

The capital budget is the City’s plan for making large investments in infrastructure and services. Capital expenses include major maintenance to public buildings, construction or purchase of new buildings, purchase of major equipment, significant road resurfacing projects, water and wastewater infrastructure, and more. The 10-year Capital Plan provides a roadmap for capital projects and investments in the long-term.

The total proposed Capital Budget for 2026 is $55.5 Million.  $44.1 million is for asset maintenance and replacements with another $11.4 million for new assets.

Earlier this year, the City conducted a preliminary survey to develop guidelines for budget preparations. The results were then presented to the Finance Committee and council, and used to develop the draft 2026 Capital Budget and 10-Year Capital Plan.

The 2026 Capital Budget and 10-Year Capital Plan Survey is an opportunity for community members to provide input on both documents. Those interested in having their say are encouraged to review the drafts and take the survey before it closes on Nov. 3. The survey results and feedback collected will be considered at the capital budget meeting on Nov. 18.

Those who require accessibility supports to fully participate in the survey are asked to contact communications@belleville.ca so that appropriate arrangements can be made.
