Belleville Council updates Casino Reserve Fund to support health care initiatives

By Hailey MacDonald Nov 10, 2025 | 11:10 PM

Belleville Council has approved an amendment to its OLG Casino Reserve Fund policy.

The changes reduce the Economic Development portion of the fund from 10% to 5%, remove the disaster and contingency allocation, and introduce a new 10% category dedicated to health care and physician recruitment.

The Casino Reserve Fund is supported by quarterly payments from the Ontario Lottery & Gaming Corporation, which are distributed across several areas — with 65% going toward infrastructure maintenance and rehabilitation for capital projects.

As part of the amendment, the City will also update its reserve fund policy to set a target for the new health care component, supporting initiatives such as primary care recruitment and health-related donations in Belleville.
